The incumbent works under
the supervision of Deputy Head of Mission and in close
cooperation with the other national staff in the Tiraspol
Office, which is part of the Office of Head of Mission
Programme.
This is a temporary position from June 2013 to January 2014.
Duties and
Responsibilities:
The incumbent has the
following responsibilities:
* Screens and prioritizes all incoming correspondence,
answers telephone calls, receives faxes, e-mail messages;
deliver mail and messages to the relevant MMs;
* Makes appointments with interlocutors in Transdniestria
for international Mission Members and coordinates with the
Mission’s secretariat in Chisinau the schedule of the Head
of Mission, as well as activities of international Mission
Members in Transdniestria;
* Arranges meetings, seminars and other events in
Transdniestria;
* Responsible for the administration of the Tiraspol office,
especially the management of the office’s cash box, the
proper functioning of the office’s premises and equipment;
raises purchase requisitions for services and things
required for Tiraspol’s office.
* Maintains contacts and correspondence in Russian and
English as required and subject to prior authorization;
* Maintains the office library; maintains and updates files
of reports, correspondence, manuals and other relevant
materials;
* Renders assistance during political negotiations, official
visits, meetings, briefings, seminars, conferences and other
events
held in Tiraspol in which the OSCE, its Mission to Moldova
and/or its Tiraspol Office are involved;
* Performs other related work as assigned;
Necessary Qualifications:
* Completed secondary
education supplemented by formal training in office
management principles
* Three years of office work experience preferably with an
international organization or embassy; Some
administrative/financial experience or training would be an
asset
* Computer literate with practical knowledge of Microsoft
Office
* Excellent written and oral communication skills in English
and Russian, knowledge of Romanian would be an asset
* Ability to work with people of different nationalities,
religions, languages, and cultural backgrounds
* Resident of the Republic of Moldova.
Remuneration Package:
Monthly remuneration,
subject to social security deduction is EUR 518.00. OSCE
salaries are exempt from taxation in Moldova. Social
benefits include participation in the Vanbreda medical
insurance scheme and the OSCE Provident Fund.

Human Rights and
Democratization Programme (HRD) of the OSCE Mission to
Moldova contributes to and promotes the observance of human
rights and democratic values. The Human Rights and
Democratization Programme is tasked with providing support
and facilitating capacity-building for Moldovan authorities
and civil society in their efforts to implement the OSCE
commitments related to human rights and fundamental
freedoms.
In the framework of the
project 3100215 "Supporting Human Rights Awareness and Civil
Society Development in Transdniestria", the OSCE Mission to
Moldova is looking to hire 2 local experts from both banks
of river Dniester to establish a Human Rights Club and
organize six meetings of this Club for lawyers from both
banks of Dniester river to share experience and discuss
ongoing reforms, policies and various legal and human rights
topics relevant for their work, in an effort to build
cooperation between lawyers from both banks of the Dniester
river.
Duties and
Responsibilities
The two National Experts
will be tasked to:
* Schedule and map 6
meetings of the Human Rights Clubs;
* Conduct analysis
and a survey among lawyers from both banks
about topics for discussion;
* Identify guest
speakers to participate in Human Rights Clubs;
* Moderate Human
Rights Clubs meetings;
* Prepare materials,
agenda, invitations and list of participants for
all 6 Human Rights Clubs;
* Prepare evaluation
forms for lawyers to assess the Human
Rights Clubs meetings conducted throughout 2013 and
distribute
them at
the last meeting;
* Provide
recommendations for further activities.
Required Qualifications:
* Advanced university degree in law, public
administration, political
science or international relations;
* Advanced knowledge
of national and international standards in
the
field of human rights;
* Advanced knowledge
of the legal and human rights issues
related to the right and left banks of Dniester river;
* Experience in
moderating events similar to Human Rights Clubs;
* Excellent written
and spoken Russian language; Knowledge of
English and Romanian languages are an asset.

Remuneration will depend on
the qualifications and experience, and according to the
current OSCE consultancy rates.
